Sites such as the one you mentioned are a complete scam. You can talk to a local chamber of commerce in your area, and they can tell you if you are eligible for any grants, locally, state, or federal, and if you are, they can give you the forms, or tell you which ones you need to apply for the grant. Don't pay for something you can get for free!
